What is the differnce exactly between "signaling forward rawmsg" and
"signaling forward unconditional?"

Recently we had to add the rawmsg command to an H323 gateway to get
H323-to-H323 calls to work. I am a little lost on why it was necessary.

Its really not H323.  There are just two dial-peers on the GW, and each
of them point to a different callmanager.  The Callmanagers are peering
to the GW with an ICT.  

It is working as expected now that we added the rawmsg command, the
emptycapabilityset command, and the tcsnonstd-passthru command.

I understand the ECS and TCSNONSTD bits, but I am trying to understand
what the rawmsg thing is doing for us.  I thought this was for SIP
trunks and that H323 gateways did this by default?
