[cisco-voip] Drop call for 911?

I have a site that has 4 Pots lines and those are also the lines they would
dial 911 on.  if all 4 lines were in use, is there a way to disconnect one
so that the 911 call could still go out?  CM 6.1.2?

other options beside more Pots lines or removing one of the incoming lines?
