[cisco-voip] Refurbed Cisco Phones

We've bought refurb ones too, but we don't buy DLUs for them since we're
usually replacing bad hardware anyway.

Yeah i've bought a bunch of cisco referb.  They're referb'd from Cisco
so you can get SMARTnet on them.  I think the CH1 stuff is the license.
if you have pre-5.0 CCM then you need to purchase a license with it.  If
you have 5.0 or higher you use DLUs.
