[cisco-voip] Sip configuration issue

Im having this crazy issue where when i add these lines
allow-connections h323 to h323
 allow-connections h323 to sip
 allow-connections sip to h323
 allow-connections sip to sip
my inbound calls fail, but when i just add
allow-connections sip to sip
allow-connections h323 to h323

calls seems to work fine. what would cause this. do anybody know.
