[cisco-voip] CME, H323 trunks and CAC

Hello,
I am working on a design where we have two remote plants running point to point links into a remote spoke. A distributed star topology. The remote-spoke is running SRST and has a T1 MPLS circuit into the SP cloud and the two other remote sites are running SRST. The topology looks like this
Remote Spoke CME =====VPN Tunnel ===> Remote MPLS Spoke --------MPLS Cloud ----> CUCM 6.1.2/Unity 5.0
The Remote Spoke CME will be using and H323 trunk to the call manager to handle 4 digit dialing between sites
Locations in call manager will control the number of calls allowed between Remote MPLS Spoke and CUCM across the MPLS Cloud but can they also be used between CME and CUCM to limit the number of calls inbound to CUCM? I don't want to oversubscribe the QOS policy on the MPLS link. Any ideas?
Can I use limits on the remote CME dial peer to accomplish this?
