[cisco-voip] chirp at beginning of voice call

We are getting a chirp at the beginning of a voice call. The last time I saw this was when we were playing around with voice and VPN. 

Any clues? Is it ACL? If so, why is it just affecting the beginning? It usually happens when the call is the first call placed along that path. Once a path has been established all subsequent calls do not seem to have this. This makes me think it has something to do with routing rather than ACLs. Or perhaps a combination thereof.

I'm hoping to try and recreate the scenario at which point I can share the .wav file for others to hear.
