It might happen your rule is applied twice for one reason or another.

try using something more specific, so it wouldn't match on already 8 
digit numbers. For example this should work:
(cfg-translation-rule)#rule 1 /^8\(........\)/ /\1/

You should still check why is the rule applied twice, but with the above 
rule it won't matter anyway.
