[cisco-voip] High Traffic try again later

I have a CCM 6 cluster connected to our old 3.3 cluster while we transition
users to the CCM6 cluster.  the first group that has moved to the
6.0cluster has experienced alot of problems calling  the
3.3 cluster.  The error they get is "High Traffic Try again Later"    No one
seems to be able to determine what this could be caused by.  Anyone had a
similar problem?
