[cisco-voip] Added Sccp files for 7921 but

I just took a look at the latest 4.2.1 DevPack and it does not have
the 7921 firmware in it per the readme, but the 4.2.3 DevPack does so
you may need to upgrade to 4.2(3) to get support for the 7921 phone.
The firmware page saids the 7921 firmware is compatible with 4.1, 4.2
and 4.3 but doesn't list the specific version of 4.2.  I don't have a
4.2 system I can check on myself handy.  Sorry for the quick reply
earlier without looking into it further.
