Depends how you want to do it:

1. PDL - everyone gets a copy in their mailbox, like any other message, 
lights user's MWI. You can either make a new DL, or, easier, just 
address the message to the default 'AllSubscribers' list.

2. Broadcast - users are forced to listen to entire message upon signin, 
once they have heard it once, it will not be presented to them again. It 
does not light their MWI or show up in their actual mailbox. More info here:
