[cisco-voip] CCM dial peer changes.

Yes restarting the CCM service on all nodes is necessary for it to  
pick up changes made directly to the DB.   As somebody mentioned  
before AXL is your friend here.

I'm not sure if restarting ccm service will reload the database or not.
