Two options:

If those individuals have mailboxes on the system, you can create a CoS 
for them that includes limited administration capabilities
If they do not have mailboxes, you'll need to create a "dummy" mailbox 
that has a CoS that includes limited administration capabilities, and 
then use the grantunityaccess command line tool to "map" the permissions 
of that subscriber to the NT user accounts of your limited admins who 
don't have mailboxes.
