Not sure which ccm version you are running and if this really fits ¥ou requirement:
In BAT there is an option to generate a UDP for every phone currently controlled by a user.
On CCM 5 you can access it via:
Bulk Admin->Device Profile->Insert Devices Profile
Then chose option :"Based on devices controlled by users"
