[cisco-voip] CME Not enough rules in Translation Profiles

Change order like this:
no num-exp
no num-exp
no num-exp
num-exp
num-exp
num-exp
You can have both translation profiles and num-exps. num-exp should
match before translation profile if called number comes from ISDN
exactly as you write in num-exp.
