[cisco-voip] CME Not enough rules in Translation Profiles

1. Use num-exp. It will work ok for incoming calls from Telco.

2. Use voice translation profile for outgoing direction. But here you 
will face the same 15 rules problem. And I don't think you can solve it, 
because num-exp works only for called and not for calling number.
