[cisco-voip] Codec and WAN

Thanks alot Matthew,
If I do use MGCP I am planning to use MGCP Fallback in case the WAN goes
down. Would it be best to configure the MGCP gateways just to point to the
local Call Manager and redundancy will be the MGCP Fallback.
