I suspect your 2811 is not at a rev level to support the module.  Do you
have the module in an NM or in the VIC slots 0&1?

No. The VIC-4FXS is a first generation four-port FXS
card. The VIC2-4FXS/DID card is a second generation
dual purpose four-port FXS or analog DID card.
