[cisco-voip] CUPS 6.0 and UCCM 6.1

I believe you have to set up the Applications Dial Rules to be able to dial
from the CUPC outlook toolbar.
I now have my Presence status working fine, but I am unable to get the CUPC
to download the Phone configuration, I do not have a deskphone set up only
my DN set on the CUPC in CUCM, is this ok.
I just get Download Failed on the server health page, can anyone advise why
this might be, I have checked the TFTP settings in CUPC settings and they
are fine.
