[cisco-voip] max devices controlled by a ccm user

I have an IP Phone Service that requires that the CTI user associated with
the service has each phone that runs the service as a controlled device.  

 

I went to add the 1584th device to it, and I got an "Error: -11" with no
description.  

 

That seems like a strange number to finally error out on if there is a limit
to the number of devices controlled by one user. 

 

I am running CCM 4.1(3)sr5b.
