[cisco-voip] max devices controlled by a ccm user

Are these limits published somewhere?  I guess that is a stupid question.for
AD it would be on www.microsoft.com.

What LDAP are you using for CM?  DCD (native) / Active Directory / Netscape
/ ...

Usually this is limited by the field size in the associated ldap storage
base.
