[cisco-voip] strange voice mail message

Sure, you can occasionally receive (seemingly) blank messages when, for 
example, someone waits for the record beep, but hangs up without saying 
anything. You can improve it a bit by tweaking the minimum message 
length, but you'll probably never be able to avoid them 100%
