[cisco-voip] 4503 refuses poe in gi eth 2/9 - 12

Cool - are you seeing any log messages?  Could be a hardware issue, not 
sure how the power distribution looks on those cards (i.e.; if it's like 
switchports with ASIC's serving consecutive blocks of ports)
