What am I missing? Why was I able to associate 1583 devices before I
finally got this error instead of 850 or less?

CallManager 4.x directory (known as DC Directory), the maximum number of
devices that can be associated with a user is 2,000 (or 2,500 if all
subscribers in the cluster are dual-CPU servers). However, Microsoft Active
Directory limits the number of values that can be stored in a multi-valued
attribute. The total size of the record should never exceed 7,000 bytes,
which allows for approximately 850 attribute value"

What LDAP are you using for CM? DCD (native) / Active Directory / Netscape
/ ...
Usually this is limited by the field size in the associated ldap storage
base.
