[cisco-voip] Silly question...

Again, it comes down to what the user will tolerate.  If you place a
PSTN call to Asia, you get delay and have to adjust how you speak to
allow for latency.  Most people compensate pretty quickly.  Worse is
jitter and discards which people will tolerate less than delay.  A lossy
low latency connection will drive people more insane than a clean one
with longer delays.
