[cisco-voip] MTP vs XCODE resources

I have a 3845 ISR, loaded with DSPs with CUCM 4.1(3), and have configured
the DSP farm with a large number of MTP resources, and a smaller number of
XCODE resources (mostly using g.711 u-law, so don't do too much
transcoding). Both pools (MTP and XCODE) are in the same MRG, with the MTP
listed highest. I think I understand how resources are selected from a MRG
(within an MRGL).
The question: When an MTP resource is requested, are the XCODE resources in
play? I am seeing some calls failing to bridge because CUCM is trying to
allocate an XCODE resource, ostensibly as an MTP, but for whatever reason,
XCODE resources are not releasing properly. This occurs even though there
are lots of available resources in the MTP pool.
I do want to find out why XCODE resources aren't getting released, but even
more importantly, I want to determine whether I should be moving the XCODE
resources to a separate MRG (within the same MRGL), so that all the MTP
resources in the first group are used before the system tries to use any
XCODE resources as MTPs.
I hope this makes sense. If not, someone please set me straight.
