[cisco-voip] Accessing Corporate Directory during Publisher Failure on 4.2(3) cluster

Normal recommendation is to use a virtual IP with the IP SLB feature on 
a c6k.  Point the directories URL to that IP.  Then point the service to 
several CM servers.  SLB can select an online server.
