Are you sure you have the gateway set up with the correct CSS and partitions, the unassigned number either the telco or in your case CCM not recognising the number or a partition issue in that the partition the GW can see does not contain any route patterns, TP which contains the called number 99xxxxxxx. If you can call the number directly from CCM thne that part is fine then I would suggest the CSS/Parttion issue on the gateway.
