you need to enable the fxr package, that more or less enables t38.
add the 'mgcp package-capability fxr-package' command to your MGCP
gateway. Also ensure that cisco fax relay is disabled 'no ccm-manager
fax'.
and then you need to no mgcp / mgcp.
I haven't used e2k7um for t38 yet.
