Checked in CM - Silence Compression is already set to false. Neglected
to tell you we are running an MGCP gateway.

Take a look at CSCse69111 in Cisco BugToolkit. The signature of this
failure exactly matches your output here.

Hello everyone - weird question for you all.
We are running cisco cm 4.1(3)sr4b and using some 7985 (sccp) video
phones. We have 2 of these phones that when they join an external
conference call (dialing outside to a 1866XXXXXXX number) and are inside
the call already, others join the bridge it sets off a tone alerting
everyone that someone just joined or departed the call. Once the tone is
relayed the 7985 resets itself and disconnects the owner of the 7985 off
the call. The reset is a short reset nothing like a restart. The console
logs say something about tones but don't know if it is related. Here is
a short snippet of the console log of the phone:
** System startup, event system enabled.
Running cmterm_7985.4-1-2-0, 2006-06-08, release
destAddr 0x20011000
TT_getPath: No path for path_type 4
Cannot start no tone!!
StartTone 0 is not supported!
