I'd say defect - probably want to open a TAC case.

For what it's worth I've run into *two* different defects relating to 
the IP VMS service since upgrading.  One resulted in duplicate entries 
for everything controlled by IP VMS (MoH, CFB, ANN, MTP).  The other 
resulted in none of the IP VMS controlled devices registering since my 
cluster uses (or used to) DNS to reference servers - had to change it to 
IP addresses since the IP VMS service apparently doesn't listen to 
FQDN's, only short hostnames.
