[cisco-voip] ! wildcard

In CCM 4.X, what would cause the "!" wildcard to not work?

For instance, I have a route pattern of 9.011!  -   When the 5th digit is
dialed, the annuciator says that the called cannot be completed as dialed.
If I use 9.011xxxxxxxxxxx, the call completes just fine.
