Very SIP dependent. I believe both of these depend on large SIP
messages which tend to segment/fragment in the network. Firewalls and
inspection engines tend to choke on segmented/fragmented SIP. Try
disabling SIP inspecition/fixup along the path and check for
improvement. Otherwise, packet capture.

CUP Server is 6.0.2.1000-27
CUPC ver is 1.2.2
CUCM ver is 6.0.1.2116-1
All seems to work fine when running within the LAN/WAN environment.
