[cisco-voip] UCM 6.1 and Port Security

Usually one of the two entries times out.  Historically we tracked this 
down to switch adding entries for untagged CDP.  Phone must send 
untagged CDP to switch so switch can respond with vvlan id. After that 
CDP could be tagged.
