What firmware are you running? Did you bug scrub for issues with that
firmware on cisco.com?
We've encountered similar things with some of our 7960's in the past and
we have resolved the issues by staying current with the phone firmware.
You could always upgrade a few phones of choice users (who complain
about the problem often) and see if the issue goes away, and if it does,
push new firmware.

Subject: [cisco-voip] 7940 Phones
Hello,
We have about 1000 or more 7940 phones across the offices. One of our
remote markets is having phone issues where the voices fade out or there
is static on the line. We have tested out the circuits, checked the
cabling and also replaced the hardware. While working with TAC, they
told us that there is a bug on the application load on the 7940 phones.
Has anyone heard about this?
Thank you,
Garima
