[cisco-voip] VG224 + SCCP + FAX + CCM4.1(3) supported?

After spending several hours with TAC after a 224 IOS upgrade, doing
debug hpi and extensive troubleshooting to no avail (the pcm capture
said it was the PSTN), we decided to downgrade VG224 IOS. That didn't
work.  Changed IOS again and it worked.  I would try 2-3 versions of IOS
before opening a TAC case.

I have several sites with SCCP/VG224.  The global "voice service voip /
modem passthru" on both VG224 and Gateway is recommended.  Disable G3
and no ECM.  I have modem, faxes, credit card readers working when doing
this.

I have installed the latest IOS on the VG224 and have
the needed ports registered on the CCM cluster using
SCCP. Voice calls work fine. FAX transmissions however
don't work the first time around. The first time I
transmit, I get nothing. The second time the fax is
automatically retried, it apparently sends ok.

Is SCCP + fax passthrough just not supported? I see no
documentation on this on Cisco's website.

I'm pulling my hair out.... :(
