[cisco-voip] 3GE-GBIC-SC-B problem

I am having an issue with a 3GE-GBIC-SC card and am looking for advice here.
While 2 of the 3 ports of the card seem fine, the third port always
experiences high latency (600+ms) when it gets over 150Kpps. It is not
triggered by traffic volume (Mbps), but rather by pps volume, and just one
port out of three is affected - the other two seem fine. Even with lower pps
volumes it gets at times intermittent high latency of 20,  30, 40 ms and so
on. Any ideas as to what is causing the latency?
