[cisco-voip] Outbound CLI Problem on H323 Gateway

You are running into a pretty sleazy telco problem.
Yes, your provider is trusting your CID (not sure what CLI is...)
But the provider next to them may not be.... and this IE can be
overwritten pretty much anywhere.
