[cisco-voip] DTMF payload (101)

We have had Exchange Unified Messaging up and running for 7 months
with 120 users in two locations. Suddenly yesterday with no
configuration changes to our gateway/callmanager/exchange environment
all of our calls started to be dropped.
I can contact my own voicemail, dial directly into someone else's
voicemail or be idiverted into someone's voicemail. I can't transfer
an internal or an external caller and external callers are
disconnected the instant that the transfer to voicemail happens.
Every time someone is disconnected this warning is in the event log.
