[cisco-voip] 2801 MGCP Looses CCM Registration - See Logs

CCM Version: 4.2(3)sr3a
Publisher: 192.168.172.6
Subscriber: 192.168.165.10
CCM shows the problematic GW as registered with the publisher (192.168.172.6). The user at R146 reports intermittent no dial tone isses (see the mgcpapp error). Not only are the mgcp_msg_ack new, but I have no idea where the 0.0.9.123 IP address came from???? The "show ccm-manager" shows more than 70 registrations. This it not normal. Any suggestions.
There have been no network changes since upgrading from c2801-ipvoicek9-mz.124-11.XJ3.bin to c2801-ipvoicek9-mz.124-19b.bin. The same QoS rules exist, but the older XJ3 IOS never showed these messages in the log. I am seeing these messages from all remotes (more than 40) that were upgraded from XJ3 to 19b.
