[cisco-voip] Connected an Avaya G700 to a Cisco Gateway that is connected to 4.1.3

A lot is going to depend on how the Avaya is configured. For starters,
is your G700 currently set to be user-side with a switch type of
primary-ni (based on your IOS config below)
What is the output of 'show controllers t1' and 'sh isdn stat'?
