[cisco-voip] Activating Telco Call Foward for telco voicemail causes router to need to be rebooted

I have a site in Hong Kong with 8 analog POTS lines connected to FXO on
CallManager Express. You dial a sequence and the lines forward to the
telephone company voicemail boxes. However when the sequence is
activated the router sometimes has to "be rebooted'. The onsite contact
hasn't clarified or provided a debug for me to troubleshoot why they are
rebooting the router. They did indicate after upgrade to 12.4.15T5 the
problem still exists.
In short I haven't tried to use the telco's voicemail instead of Unity
Express, has anyone else deployed this scenario and have any tips?
I already suggested replacing the POTS lines for ISDN E1 and buy Unity
Express module for the router.
