Mohit,
In CCM 4.2(3) If you click on the GW configuration and then from there click on the corresponding T1/E1. From the GW Configuration submenu for the Interface there is a "Channel Selection" order under the Interface Information configurations. We had to set our's to TopDown to match the customer's PBX setting.
The fact that outgoing calls complete but incoming calls from the provider fail really points to a resource issue. Change the Channel Selection and let us know if incoming calls now complete.

I have attached debug mgcp logs. The scenario is something like below:
Huawei MSC ----------Cisco AS5850--------------IP
Network---------------------Provider equipment---------ISDN
Now I am at huawei MSC or you may say at Cisco AS5850. I am able to
successfully send calls to the provider that means outgoing calls don't
have any issue.
When provider sends traffic to me, only few calls are able to terminate.
He gets cause code 44 on his switch.
How can I ensure that my outgoing calls use top up and incoming use
bottom up scheme or vice versa. Or I mean how to fix this issue.
And yes, I want to Cite out that both incoming and outgoing use the same
e1s from AS5850 to Hiuawei MSC and we have enough capacity.

I liked this one - was a fun one to debug when I worked it...
Common issue was insufficient DSP resources. For example, we had a T1
PRI connecting to customer's PBX. The peak usage was fewer than 6
concurrent calls. Rather than install a PVDM2-32 we used a PVDM2-8. The
customer's PBX was set to top down DS0 usage. We needed bottom top from
their PBX. It was trying to put a call on the 23rd DS0, but cisco IOS
didn't have the resources --- so it dropped the call. Once their PBX
tried the first DS0 cisco IOS knew it had resources and the call
completed.
What protocol are you using? If you're using MGCP a "debug mgcp packet"
will reveal more possible causes.

Cause Code Value 44 "Requested Circuit/Channel Not Available"
This cause is returned when the circuit or channel indicated by the
requesting entity cannot be provided by the other side of the interface.
