[cisco-voip] 6.1.2 RTMT errors out

any idea why I get these error messages when opening RTMT for CM 6.1.2?

java.util.missingResourceExeption: Can't find bunkdle for base name
org.apache.xercess.msg.XMLMessages, locale en_us
