[cisco-voip] callmanager license migration from 4.x to 6.x

Just a quick note...

The last four times I have done this, it has failed and said, 'invalid
XML file'... I then sent it to licensing at cisco.com and got a license
in a few hours... no biggie... but expect it to fail...
