[cisco-voip] happy DST -- USA

Well thank goodness it was a nice DST change this year.  with that being
said, last year there was talk about instead of a patch for DST that Cisco
would make it the Voice engineers issue and you could manually set the DST
yourself.  the idea being if it changed then we would be inpowered to change
it, rather then waiting for patches, and then applying them.

Did that just go be the wayside or is that still in the works.  Any idea?
