[cisco-voip] Fix CFA, break everything else...

So, I opened a TAC case on the CCM 5.1.3-2000 issue of not being able
to CFA from the CCMUser page... and I was advised to install ES
5.1.3-2101...

Now, any time the subscriber reboots, the phones don't work... until
you issue a reset of all the phones (some have to be reset 2 or 3
times... the phones just don't work, you can't get dial tone, you
can't take them off hook...), and you also can't backup CAR any
more...

This is a great ES, I am really impressed... Almost as good as blowing
away your array controller...
