[cisco-voip] phone template problem....

I’m in the process of trying to import a large number
of 7941 phones via BAT.  I can create a template for
any other type of phone, but when I try to create a
template within BAT for a 7941, I get the following
when I hit INSERT:

“ERROR NO”

I did the steps outlined in this tech tip from Cisco
even though it didn’t entirely match our problem, but
the problem persists:

Has anyone successfully worked around this issue? 
This is CCM 4.1.3 SR6 with the latest Dev Pack (65).
