Good Point, Resolution Details. Thanks to Ryan R for discovering the known
MB issue:

CUCM 6.1 Upgrade issues
So apparently there was a small number of IBM 7825 servers that had an issue
with the motherboard displaying the wrong CPU speed, in my case 1.4 versus
3.4 Ghz. This causes some issues with the 6.X installation media and
hardware validation checks. Just for reference the cucm 6.x installation
media creates a /tmp/ folder that contains some files that contain some
valuable logging information. Personally I prefer to received a little more
information other than just "hardware not supported". In this folder /tmp is
a fi le called "/tmp/hw_validiation_err" that will actually give you a bit
more information, in my case, unsupported clock speed.

The fix for this is to receive a new motherboard from IBM but I found this
also created some more issues. Apparently the Cisco installation script does
some additional checks that still fall under the "Clock speed" entry in the
log file, these two parameters are set via the bios. The entries are
"Machine Type Model" this must be a supported model, and then and "Asset ID"
that should be set to "CiscoSystemsServer". I remembered seeing this in a
desparate attempt to resolve my upgrade issues by flashing the bios. After I
implemented these settings via a firmware update I was then able to get past
the hw validation check.

This wasn't the end, was what appeared to be a SATA raid issue. Last
response from Cisco is that they think for some reason the utility is having
issues deleting the old partitions. I had to actually manually reformat the
drives by hand, the installation cdrom was not able to do this for whatever
reason. After that 6.1 installed correctly.
