Toll Free numbers can also be direct numbers where no local DID is
involved. I have over 100 of them for our call center coming in on my
long distance lines from Sprint.
The answer is still the same as everyone has mentioned.
If it's a switched TF, you just point it to a different local number.
If it's a dedicated TF, and you own the number, you can file what is
called a RESPORG form with the carrier you desire to have them route the
number. You dedicated TF carrier should be able to provide the form and
answer any other questions.
The process can take a few days to a few weeks depending on the
validation of the information provided.

Of course... a toll free number is just a pointer to a DID, so you
would just need to cut it over.
