[cisco-voip] DST problems with 7940s being one hour off on aDST patched system

I am not sure if this will help or not. I did not have any problems for
this round of the time change, but last fall I had a similar thing.
We are CCM4.23.
This was my first TAC case on a new system (installed in July). We had
to reinstall the DST patch on the Call manager publisher (it was done
incorrectly by our partner) and I also had to update the firmware on all
of our 7940s.
Everything seemed to work then and no issues this time.
I can dig up the TAC case if anyone needs more details.

I reset all the phones with a new date/time group in
the device pool and they still come up with an
incorrect time.
